Subject: World War Three?

Hello, Joe, Welcome back!

The Editor,
The Daily Digest from St. John's to Victoria.,

World War Three?
Eleanor Roosevelt in 1948 in the early days of the United Nations said it as succinctly as it can be said in Eleanor, The Years Alone, Joseph P. Lash, The New American Library of Canada Limited, George J. McLeod Limited, Toronto, (1973).
"We have to face the fact that either all of us are going to die together or we are going to learn to live together and if we are to live together we have to talk," and,
"The day I'm afraid to sit down with people I do not know ... that will be a bad day," and,
"The freedom that primarily interested the peoples of Asia and Africa was the freedom to eat. ,
While some Canadians find the United Nations flawed, President Truman expressed the conviction, "the United Nations was humanity's best and perhaps only hope for peace." In today's bellicose world, more than ever, peacekeeping must not be allowed to lose "its lustre".
Eleanor Roosevelt put it succinctly this way: 'Since we always have to sit down together when war comes to an end, I think before we have a third World War, we should sit down together."
That was the worry in 1948 ... and, while it sometimes appears impossible to sit down together, it is even more critical now, in 2012.
That leaders of such countries as Venezuela are meeting one-on-one with Iran, and it being otherwise almost pointless to try to have a productive dialogue even on a simple topic from a distance, Canada's Prime Minister might consider inviting Iranian Officials to visit him, one-on-one, in Ottawa on the premise:
, "if we, all of us, are to live together on Spaceship Earth, we have to talk."

On one I could not determine where the writer stood in regards to Harper.
At least 49 were absolutely anti Harper.

50 years of spin, lies...thats what we have got. They are changing the names of towns, streets, counties, bodies of water, riding namesand I'm not taking about kebec any longer. It's now going on all over the country; it's a mess in Ottawa where they name things after anti-English language bigots and racists all the time. They are slowly wiping out our English, Scottish, Irish, United empire loyalists history. Just like they've been doing in Quebec for the last 5 decades (bills 22, 178, 101...)This is one of the main reasons we are not teaching any history from 1760 to 1982 in our schools any longer. These racist people control government, the curriculum, our moneywe get a daily dose of spin, lies and propaganda.

Wake up... They run everything in Ottawa, they funnel the money where they want, spin, lies, propaganda, revisionist BS Proof - In that there is constant pressure to rewrite our history - to pacify the cranky Province of Quebec and the "french "outside Quebec - the reason we lost the Red Ensign in the first place - we must do what we can to protect and preserve our history. A history that is under constant attack. Very few Canadians are aware that we now have portraits in our parliament of French Kings - who had nothing to do with the building of Canada- the statue of General James Wolfe no longer overlooks the Plains of Abraham, the only statue in Quebec City is of the losing General, Montcalm. There are statues of three French generals but no statues of the victorious generals at the Valiant's memorial in Ottawa. That's right, no General Wolfe, no General Amherst, No Gen Murray This historical revisionism is going on right under the noses of the Governments we elect - and they remain silent!

The simple facts are as more francophone's get hired for all government positions less and less English speakers are working for their own governments across the country. Don't believe me; Go check the stats for yourself. Francophone's are over-represented in all levels of government including hospitals, law, policing...etc. No fairness, no representation by population. They call it bilingualism, yet the term is never defined on purpose and believe me it doesn't mean fluency in 2 languages in Canada, at least to the French it doesn't. No political party will speak for the English speaking majority in this province and country. Practical bilingualism, where numbers warrant is never defined on purpose. In Ontario, NB it now means segregation. The French (they are actually metis, a mixed race, not french) are demanding French only facilities all over the province, not bilingual, French only. $ Bilingualism is really nothing more then a hiring quota for francophone's and that is a factjust ask yourself, why are francophone's over-represented in all government jobs and how come more and more positions are being designated bilingual all the time? And just as important, how come they are NOT fluently bilingual? Some can barely speak English!

See what's really going on here?

So while Quebec bans the English language (bill 22, bill 178, bill 101), wipes out its real BNA, UEL history, while ethnic language cleansing is going on in Quebec, the rest of the country is forced to fund whatever the French (metis) demand. This is going on in every province. Go check.

Israel is unlikely to respond to Iranian provocation
I am writing with reference to Op-Ed: "Preventing a nuclear Iran, peacefully," by Shibley Telhami and Steven Kull (Jan. 16).

Iran is yet to develop any nuclear weapon, and yet its President Ahmadinejad has been threatening to wipe out Israel from the face of the earth. It should be clear from Iran's acts and rhetoric that the Shia leaders are trying to provoke Israel to attack it. The leaders want a war to bolster their foundering public support in the wake of the rigged election. A vast majority of Iranian people must be watching the popular revolt against Syrian dictator Bashar Assad, whose collapse might spill over to Iran, threatening the Iranian regime. So a war with Israel will come handy to rally public support for the regime.

Seen in this light, an Israeli pre-emptive attack on Iran's nuclear installation will help the Iranian regime to galvanize the Iranian people. The Iranian leaders are also aware that being a far away country, Israel cannot invade Iran, while Iran can unleash its Hezbollah surrogates sitting right across Israeli borders. An Israeli air strike on Iran will allow Iran to unleash Hezbollah and Hamas, while blaming Israel for aggression. Instead of destroying Iran's nuclear reactors, Israel will find itself at war on its doorstep.

To deal with a nuclear-armed Iran, Israel should look at nuclear-armed North Korea. Before North Korea exploded its nuclear device, it was argued that if North Korea was allowed to go nuclear it would destablize the Asia-Pacific region. To counter North Korea's nuclear capability, Japan would go nuclear, raising China's historical fears about Japan. As a result, we might see a nuclear arms race in the region. To avert such a catastrophe, many neo-conservatives called for pre-emptive strike on North Korea's nuclear reactors.

Well, North Korea did explode its nuclear device, but nothing happened. Instead of going nuclear, Japan has abandoned nuclear power in the aftermath of Fukushima. Today, North Korea remains a destitute nation, heavily dependent on China for its economic survival. Instead of becoming a threat, it is now a pariah nation.

Similarly, a nuclear-armed Iran is likely to become an international pariah. Sunni Arab nations are likely to move closer to the United States to counter Iran's nuclear threat. As for Israel, its massive nuclear arsenal will be enough to deter Iran's minuscule nuclear arsenal. Iranian leaders may be paranoid, but they are not suicidal. They know that any nuclear attack on Israel will be met with far more devastating Israeli nuclear counter strikes. As such, Israel need not fear any Iranian nuclear threat. However, considering the outcome, Iran might stop short of going nuclear, while keeping the world in the tenterhooks by pretending to acquire nuclear capability. The regime needs constant threat of war to keep the Iranian people on line.

I think Israel understands this and this is why it has not carried out any pre-emptive strike against Iran's nuclear installations, depite provocation by Iran. Iranian mullahs are desperately trying to provoke Israel. All atavistic regimes need war or threat of war to survive. A tight sanction might bring back the regime to its senses. There may never be any real peace with a brutal Iranian regime, but it may be kept under control by treating the regime with firmness. Iranian regime is no better than the Nazi Germany. The only difference is that Nazi Germany was a military superpower while Shiite Iran is a parody of power.

Environmental protection is a global concern and joint international efforts are needed to protect our fragile environment. Many Canadains do provide funding for foreign-based development organizations like Oxfam, Doctors Without borders, Red Cross etc. There is nothing wrong about that. Why it would be wrong for U.S. foundations to fund environmental groups in Canada?
The United States are Canada are two friendly neighbours and they share many things in common. Environmental protection is one of them.

Re Argument: "Pipeline project a gateway to disaster," by Susan Riley and headline: "Enbridge firms have had 175 spiils," (Jan. 13).
Four legs of British Columbia's economy are: Forestry, fishing, mining and tourism. The Northern Gateway Pipeline might add another leg at the expense of three of other legs: forestry, fishing and tourism. Any major spill will have immediate impact on forestry and fishing and tourists might not like to visit a polluted area. As a result, more jobs may be threatened in these sectors than created by the pipeline.

However, if an MP leaves the opposition party, to join the turd party, they're probably looking for 3 1/2 years of obscurity, zero expectations, a good pay cheque, and then retirement.
I expect to hear and see nothing from St. Denis except an announcement that she is not running again.

I hope you are not rejoicing over MP Lise St-Denis crossing the floor from the NDP to the Liberal Party. When the scene unfolded on TV, I was revolted. St-Denis exercised her individual interests without explicit endorsement from her electorate. Regardless of who initiated the move, the optic is of Liberal encouragement and coaching. The exercise smacks of blatant opportunism, the opposite of what Layton preached.
I had hoped the Liberal Party, on the cusp of re-invigorating itself, would pursue a higher standard than displayed in this sorry episode.

In February 2006 we were shocked to discover that our newly-elected MP David Emerson, a former Liberal cabinet minister who aggressively campaigned against the Conservatives, had entered into secret negotiations to switch his allegiance and become Minister of International Trade in Harper's minority government. As part of a concerted campaign to de-elect our dishonourable member, a tightly packed crowd stretching out over five blocks passed in front of Emerson's constituency office to express disapproval. Emerson felt so unwelcome in the riding and was so low profile that "Wanted" posters sprang up on hundreds of poles and billboards. Despite his vow to run in the next election, Emerson did not do so. Until a law is passed prohibiting anti-democratic conduct, voters need to keep the pressure up in the riding, and make such politicians regret their unethical behaviour.

After the British conquest of Canada in 1759, the colonial governor Sir Guy Carleton thought that Canada would always remain a French-speaking nation. "Europeans who migrate," he asserted "will never prefer the cold inhospitable winter of Canada to the more cheerful climate and more fruitful soil of His Majesty's southern provinces. So, barring tragedy shocking to think of, this country must, to the end of time, be peopled by the French-Canadian race."
This was not to be. Within a decade and a half, came a crowd of American royalists, driven into exile by revolutionary upheavals in their own country. They were North America's first political refugees who fled to Canada to escape persecution in the hands of so-called Patriots for remaining loyal to the crown during the War of Independence.
Influx of New England royalists, known as the United Empire Loyalists, signalled the transformation of Canada. It could no longer be contended that Canada would remain French to the end of time. A substantial and growing population of Anglo-American stock had been planted in Quebec and areas next to it what was to become Ontario, triggering a process in which the francophones became a minority in the country founded by them. As such, Canada is not just another former British colony like Australia or India. It is a country transformed by the royalists. It can be argued that if the Americans didn't revolt and the Loyalists stayed home, subsequent British immigration would have gone to "His Majesty's southern provinces," and Canada would have remained French and Sir Carleton's prognosis would have become a reality. Because the royalists played such a vital role in the transformation of Canada, the monarchy remains a crucial symbol of Canada.

Two small-calibre rifles have been suddenly reclassified by the RCMP-run Canadian Firearms Program. The rifles in question, the Armi Jager AP-80 and the Walther G22, are both unremarkable .22-caliber long guns. While any firearm is dangerous, .22-caliber firearms are among the weakest around indeed, they're typically used to train rookie shooters basic firearm safety and operation.

Conservative Resource Minister Joe Oliver has sounded the alarm about radical groups that "use funding from foreign special interest groups to undermine Canada's national economic interest." But when he speaks of Canada's "national economic interest," just whose interest is he really defending? According to Statistics Canada, in 2009 foreign corporations controlled 35% of the assets of the oil and gas sector and received 51% of the operating revenues. Is it really in our national interest to export unprocessed bitumen when the risk of catastrophic environmental damage remains here, while much of the monetary benefits and most of the jobs flow elsewhere?

In the early 1970s, U.S. President Richard Nixon had an "Enemies List" of political opponents, journalists and celebrities known to be active in their opposition to his administration. When the names became public, many individuals felt that their inclusion was a mark of distinction, and the highlight of their careers. Shouldn't Canadians opposed to Conservative energy policies have the same opportunity? Mr. Harper, please publish the complete list of "environmental and other radical groups" aided and abetted by "jet-setting celebrities" with their "radical ideological agenda" who want to "undermine Canada's national economic interest". And will you please open this up for voluntary sign-ups? Many of us long to add our names to this roll of honour!

Rookie House of Commons Speaker Andrew Scheer has inked a contract for a shipment of Speaker's Select Scotch whisky, ensuring the continuation of a recently imported British parliamentary tradition.
Adorned with its custom label, the Speaker's Select is Ottawa's most exclusive tipple, and is often used as a tony gift for visiting VIPs.
Scheer's first select vintage is a single malt from Scotland's Glenmorangie Distillery.
He said naming the winning whisky, which boasts hints of citrus and vanilla, is a way of perpetuating a lighthearted custom borrowed from the United Kingdom.
"I wanted to continue this tradition as it is rooted in the traditions of this office and in the Speaker's office in Westminster," Scheer wrote in an email.
Recently retired House of Commons Speaker Peter Milliken first brought this tradition to Canada in 2003, after receiving a bottle of Speaker's Select from his British counterpart Michael Martin.
"I thought, 'This is a good idea; why don't we do this in our House too?'" Milliken said.
Whereas in Britain the Speaker chooses the Scotch personally, Milliken decided to democratize the tradition. He invited members to a special tasting, and let them decide through a secret ballot.
Scheer said he decided to stick with the system, and let members cast their votes at a tasting session on Nov. 16.
"The Scotch selected is not a matter of personal taste, but is the result of a Scotch tasting of various malt Scotch producers organized by my office, for members," Scheer wrote. "This has turned into a popular event among parliamentarians and an excellent way for new MPs to meet each other."
The Speaker's Select whisky is used as protocol gift for visiting foreign leaders and dignitaries when liquor is deemed an appropriate gift. It is also available for purchase by members of Parliament, who can buy bottles for about $75.
Milliken said MPs frequently buy bottles to use as special gifts.
Opportunities to sample the Select are few and far between, and you might need an invitation to the Speaker's official residence to obtain one.
This Glenmorangie is the third to receive the official nod. The previous ones - selected by Milliken - came from the Talisker and Dalwhinnie distilleries in Scotland.
The Speaker's Select will be officially unveiled on Jan. 25 at a Robbie Burns Night dinner.

Democracy was invented by the ancient Athenians who believed that aristocrats and oligarchs didn't have any divine right to rule and ordinary citizens must have a say in the governing. So they invented a system of government involving ordinary citizens and called it Demokratia --- government by the people.

Democracy is a brilliant idea and like all brilliant ideas, it has some apparent contradictions and the most seductive one is majority rule. But this is not democracy, merely rule by the majority. When the Athenians allowed the majority to rule, the poor majority imposed heavy taxes on the rich minority who conspired to bring down democracy. To stem any tyranny of the majority, they created the Athens Council, composed of 500 citizens, chosen through lottery to represent a cross-section of the people. The Athens Council had the power to override any decision that ignored legitimate concerns of the minority. The Athens Council was also a bulwark against unfair influence of the rich and powerful. In ancient democracy, as now, wealth made a difference: people without money or family connections had great difficulty in winning elective office. The Athens Council, drawen equally from different social statras, provided such a check. Such a body was too large to bribe and its size would make it fairly reprentative of the citizen body as a whole.

Thanks to our first-past-the-post (FPTP) electoral system, Prime Minister Stephen Harper has won a contrived majority despite winning only 40 per cent of votes. Yet, he is acting as if he enjoys a mandate of the majority. To stem such tyranny of the majority, let's turn our patronage-driven Senate into a non-partisan body like the Athens Council. Instead of prime minister appointing, Senators will be appointed by a all-party committee on a non-partisan basis or they can be elected like municipal councillors who have no formal ties to any political parties. Such an independent Senate will act as a counter to any tyranny of the majority in the House of Commons. Like the Athens Council, the Senate will have the power to override any decision that ignores legitimate concerns of the minority. Such a non-partisan Senate will become a true chamber of sober second thought as Senators will not be obliged to play a second fiddle to the prime minister and his governing majority.

Ancient inventors of democracy had shown us democracy is not a utopian ideal, because it takes human limitations into account. They knew that even best of the people could be distracted by ambition. Democracy was born out of this awareness of human folly, and it was designed to prevent the leaders from having unchecked power. The remains germane today.

As Paul Woodruff, Distinguished Professor of Philosophy at the University of Texas, Austin, writes in his seminal study First Democracy: "We have permitted governments we call democracies to develop so much internal momentum that fewer and fewer people feel they have any reason to vote. ... The idea of democracy was subject to intense challenges in the ancient world. The resulting debate brought the ideas of democracy into clear focus. Understanding the ancient debate, we can clear the clouds and cobwebs away from the ideas we are trying to express in democracy today."

Joe--this Bill was always for control of people, not criminals. Those committing crimes with guns get less of a sentence than those who don't keep their paperwork up regarding their gun ownership. Criminals using guns to commit a crime have rights, those who don't play government games are the 'real' criminals in Canada. What C68 failed to recognize is that it is not the guns that commit the crime, it is the people using them. Most guns used in crimes are thrown away and the criminal can easily find more illegal guns to use. I do not believe for one minute that these new 'laws' will make Canadians 'safer'. An improved Justice system that makes criminals totally responsible for their actions is the only way to change anything. But that won't happen. I do not believe the government will get rid of 'gun control'. Governments are afraid of people who think on their own. Their only aim is to control us totally. And criminals serve the government's purpose to keep us in fear.
We know that registration does nothing. I remember when this Bill was first being touted as a way to 'keep Canadians safe'--it was stated that we register our cars, don't we? Yeah, and that has made us much safer also, eh? Gun Registry is just another tax grab that accomplishes nothing so I can't see the government changing that.

Great news, Joe! The NDP just gave me two more reasons not to vote for them. Oh, and here I was coming so close to becoming a true socialist. Hey, I am getting older and no doubt more entitled to my entitlements. In a recent article in that bastion of democratic freedom, the Star, I read NDP leadership contender Brian Topp would, as PM, remove the Senate. I'm not sure how he plans to do that, as a full fledged constitutional amendment would be required to erase all that ink from the pages, but I will maintain until the day I die that we need an institution where all provinces are treated equal as a balance for the Ontario-Quebec heavy House of Commons. The Yanks have it, the Aussies have it, and we need it.

Reason number two comes in Mr. Topp's desire to replace the first-past-the-post method of voting to that of proportional representation. I understand why he wishes to do so, but until a system is presented that gives the final decision as to who gets in and who does not to the people, not to a party list where they decide who is the first through last choice, there isn't a hope in hell I'll ever go for it. It is bad enough the parties already parachute in candidates, the local people be damned, and where the leader, not the locals, decide if an individual can carry the party banner into an election.

Then, just as I thought maybe the Liberals might have something to offer, their National Women's Liberal Commission would like to amend the criminal law to include gender among the various groups a person might willfully promote hatred. Just great. So, if they have their way, if I refer to a person of another colour, race, religion, ethnicity, sexual orientation, and gender as a no good rotten sonofabitch, then I must be some kind of hate monger worthy of criminal charges? Maybe what we need is someone of some real intelligence to define what it is to show real hatred against another human being, while allowing us to voice disagreement and maybe even register a measure of disgust toward another who just happens to not be our clone. Hatred is a whole different thing, and should be properly defined to include and protect us all while at the same time preserving our freedoms of speech and expressions.

Effectively I've been breaking one gun law or another for sixty years.

My Father, Superintendent of two marshes in Dover Twp, Kent County
obtained a hunting licence for me when I was fourteen - sixteen was
the age it was supposed to be to obtain one legally at the time but
he never asked nor did the store owner who sold it to him for me.

The gun I had then purchased through Eaton's catalogue I have still
though it hasn't been used in well over 50 years since I moved to
Chatham, then Exeter, Essex, Blind River and Niagara Falls..

It would blow up now if I could find the bolt and the three shells
that're somewhere around - the barrel's pockmarked and rusted

I reckon as how I'm still breakin' the law, leastwise a rapid reading
of the info below. Seems to indicate that I very well might be so
please no one tell the RCMP or I might be jailed - and no DD!

For years I kept up on the number of convictions for those using a
gun in the commission of a crime. The minimum was one year
the maximum 14. This is the way it'll stand now we're told;
"Use of a firearm in the commission of criminal negligence
causing death, manslaughter, attempted murder, aggravated
sexual assault, kidnapping, hostage-taking, robbery or extortion
(minimum of four years, with maximum of life),

There are varied feelings toward the changes in the laws addressing
gun crimes. By my studies one year minimum was ineffective and
here's why, misuse of guns was not punished by the judicial system.

Only time will tell whether four rather than one will be more "effective".

Democracy was invented by the ancient Athenians who believed that aristocrats and oligarchs didn't have any divine right to rule and ordinary people must have a say in the governing. So they invented a system of government involving all citizens and called it Demokratia -- government by the people.

Democracy is a brilliant idea, but like all brilliant ideas, it has some apparent contradictions and the most seductive one is majority rule. But this is not democracy, merely rule by the majority. When the Athenians allowed the majority to rule, the poor majority imposed heavy taxes on the rich minority. To stem any tyranny of the majority, they created the Athens Council, composed of 500 citizens chosen through lottery to represent a cross-section of the society. The Athens Council had the power to override any decision that ignored legitimate concerns of the minority. It was designed to protect the rich from the envy of the poor and also protect the poor from the arrogance of the rich. In ancient democracy, as now, wealth made a difference as poor people had great difficulty to win elective office. Because the Athenians also wanted to curb the power of wealth, they severely restricted the powers of those who held elected office. The Athens Council, drawn through lottery equally from all sections of society, was too large to bribe, its size would make it fairly representative of the citizen body as a whole.

Similarly, let's turn our patronage-driven Senate into a non-partisan Athens Council of our own.    Under the heading of 'baffle-gab' or 'zingers' inserted in to seemingly vallid article, I give you the Globe and Mail of December 9th, 2011. On page B8, 'U.S. ties expose Canada to euro zone contagion, Carney warns', 5th paragraph,
"For instance, the report showed Canadian banks' total claims on Italian entities are just 3-4 per cent of their TOP QUALITY CAPITAL."
   Notice please, no mention of their exposure to lower quality capital, which, in an incorporated country, with corporate governance, (not elected governance) with a huge debt, would be, would it not?
   Then go to the front cover of MacLeans Magazine, for January 16th, 2012, " 99 stupid things the government spent your money on (III)
". Around the world lately, right-wing media have been apparently told to under-mine government, world-wide, as corrupt, inefficient, poorly led, etc.
   Now, the corporate world sees government as regulators and taxers that get in the way of maximized profits, and profitable malfeasance, right? Hence the title on the front page, in favour of 'efficient', privatized, corporate government?
   One wonders if the right-thinking real humans at MacLeans had any choice on the heading?
   I think not!!

The Israeli commentator Uri Avnery suggests that before launching a war, it's a good idea to look at a map. The Straight of Hormuz, through which every third barrel of the world's seaborne oil supplies flow, is only 20 miles wide, and in the event of a protracted conflict would be unnavigable, especially if China and Russia are drawn in and we end up with WWIII. Stephen Harper is correct that Iran is the most serious threat to international peace, but only because of the delusion held by some that a bombing campaign is a sane substitute for diplomacy, and continued progress in disarmament by all nuclear powers.

In September 2010 the world's largest and most complex biometric identity system was launched in a tribal village of the state of Maharashtra. It involves providing a unique number, popularly known as Aadhaar ("foundation"), based on biometrics (photo, all ten fingerprints and iris scans) to every resident in India. Since then, more than 30m residents in India have enrolled. The Unique Identification (UID) project aims to provide about 600m unique numbers by 2014 to be a proof of identity as well as the "foundation" for better access to both public and private services. The project proposes the world's first online identity system in which people's identity can be authenticated "in real time", even on a mobile network, anywhere in the country.

The Unique Identification Authority of India, which is implementing the project, has chosen innovative ways to achieve scale and reach in a country with more than twice as many people as the European Union. An ecosystem of registrars (responsible for enrolling people), enrolment agencies (actually undertaking the enrolment), training agencies (which train the operators who do the data entry) and device manufacturers (fingerprint readers and iris scanners) has created a collaborative set of players engaged in this complex and mammoth exercise. In the coming years about a billion people will have to physically come to an enrolment centre to provide basic demographic and biometric information.

Providing access to financial services remains a high priority for the government. The UID project facilitates this by enabling the opening of bank accounts as well as by providing an infrastructure for payments and remittances across this vast country. Having an account linked to one's Aadhaar number enables the transfer of money in an electronic, convenient way. With the population in India increasingly migrant in nature, this payment infrastructure will enable a large populace to participate in the financial sector, opening new opportunities for growth. Applications in both the public and private spheres will use the power of the number to provide services to the individual that were beyond their reach in the past.

The UID-enabled bank-account and payment infrastructure allows the government to transfer this subsidy directly to the account of the individual beneficiary electronically. For the government this transfer will be much more transparent, auditable and efficient and will ensure that the money reaches the person it was meant to reach. For the individual it is a tool to exercise his or her entitlement.

Is India's identity number scheme unravelling?

The programme's aim is laudable. The identity number will help the poor, who find it difficult to access public services and benefits because they do not have official records or identity.

By one estimate, 80% of Indians don't have bank accounts; and only 60 million people have a Permanent Account Number or PAN, the sole identification number used during bank transactions.

But two years after it launched, a parliamentary committee has given a thumbs-down to the setting up of a statutory National Identification Authority to bolster the scheme. A bill had been introduced in parliament last December to set up the authority.

The committee, in a recent report, raised concerns about access and misuse of personal information, surveillance, profiling and securing confidential information by the government. UID authorities say that appropriate steps have been taken to ensure security and protection of data.

That's not all. There appears to be a valid concern about the possibility of illegal residents getting identification numbers. (The number is not proof of citizenship or residency. It only confirms identity after authentication.)

After a major firefight between two militia groups in Tripoli last week, Mustafa Abdul-Jalil, the National Transitional Council leader, had to concede that Libya is on the brink of civil war. According to Abdul-Jalil, the two options available are to either have the fledgling national security force attempt to disarm the militias and "put the Libyans in a military confrontation, which we don't accept, or we split and there will be civil war."
As neither of those options precludes further senseless bloodshed in Libya, one has to wonder what medal Harper will next present to Bouchard in the Conservative government's continuing attempt to polish an ever stinkier turd....

Harper echoes usually whatever the current Washington line is. I read in one blog that Iran has signed on to the Shanghai Cooperation Organization. Russia and China were the original signatories, with several "stans", and with Iran, India and Pakistan as "observers". The U. S. applied for, but was rejected for 'observer status' , for obvious reasons.
The TAPI pipeline project (Turkmenistan/Afghanistan/Pakistan/India), long planned by the U. S. with Chevron as a prime mover, is looking increasingly doubtful of being a sufficiently secure route. The U. S. had planned to bypass Iran, which is a more direct route to oil tankers with port on the Indian Ocean, but if it can pressure Iran sufficiently with sanctions etc., maybe Iran will implode. This would bring Brezinski's    Project for a New American Century much closer to realization. There are reports that Brezinski feels that the U. S. should be taking a much softer line, to try to pry Iran away from Russia, which reportedly doesn't want to share political clout within the SCO with Iran.
The claims of nuclear weapons possession has no basis in any facts that have been brought to light, even though Iran has had many inspections of its nuclear facilities, as a signatory of the non-proliferation treaty (which Israel is not). Some U. S. authorities admit this, but think Iran could have a nuke within a year, if they decided on that course.
Obama has said "all options are on the table"; he'd previously said Bin Laden had to be killed, which was carried out; so Obama's options have to be taken seriously.

Dear Ms Carlson, Mr Maher & Editors

Two articles, Ms Carlson's Harper's Senate reform plans may forever change how Canada is governed and Mr Maher's Modernizing Canada's monarchy could begin with elected Gov. Gen. caught my attention on the news service - Canadian Daily Digest

Both author's articles deal with current/proposed methods to select individuals for official recommendation to very powerful-but-appointed positions within the Legislative and Executive powers of our governance system. Naturally, due to space limitations neither piece was comprehensive, but both were provocative platforms for further discussion by concerned Canadians.

In my view, it is foolhardy to consider fiddling with one (or several) components of our BNA/Constitutional "power-sharing" agreement without examining the whole of the system in context.

I think it is also unwise to add/remove "deferents or epicycles" to/from our currently-observed system without first looking at just how far our present-day "Ptolemaic model" varies from the as-designed text of the hierarchical, 1867 checks-and-balances model.

Since we are not starting from scratch with a "clean sheet of paper", we must be aware of a) what the existing as-written text states and b) how/why we allowed ourselves to get so far away from those prescient provisions. Both studies will enable us to see the root cause of the problems we want to solve vs simply addressing the 'symptoms'.

(to that end here's my Plain Language Version of the BNA and I attach my one-page 1763-1982 graphic entitled"Similar in Principle")

Most importantly, any changes that we do consider must be possible to adopt without needing a Constitutional Amendment, because 7/50% or 100% agreement is near-impossible without a colossal number of pet peeves/projects (let's call them political "earmarks") entering the discussion and horse-trading.

To aid any Constitutional/Administrative discussion may I advance some little-known specifics:
1i) Canada is a Constitutionally-limited Monarchy;
and therefore,
1ii) Canada is not a democracy nor a republic (similarly it's not an a vassal-state subject to a suzerain, nor an autocracy, theocracy, military dictatorship or oligarchy -though some may argue these last assertions);
2) The "Crown" is sovereign and in Canada, since 1982, all authority flows from HRH, as an individual, with or without Advice, with or without Consent (see Clause 2 Canada Act 1982, (U.K.) 1982, c. 11, when the U.K's Commons, Lords Spiritual and Temporal withdrew from Canadian affairs);
3) Everything "legal" (and enforcement of same) in Canada is done in the name of the "Crown";
4) The 'Crown" owns everything in Canada - subject only to some time-limited copyrights, trademarks, some puisne "fee simple interests" in the title to about 15% of the land mass and some not-so-puny Treaties with umpteen-and-counting (there are 600+ extant) groupings of Peoples with Autochthonous and Historic Heritage;
5) A full public understanding of the "Crown" in Canada - who/what 'it' was in 1688, 1763, 1774, 1791, 1840, 1867 or 1931, who/what the "Crown" has been since 1940, 1947 or 1982. This fundamental information is not taught in schools, is not known nor understood and the result is we're all cowed into nescient acquiesce and bullied into now-traditional deference;
6) The Governor General is accountable to the Crown ONLY and can veto any Federal Bill presented for Royal Assent as an individual (see s.12 vs s13 + s.55) or provincial Bill (if the Privy Council concurs -scroll to s.90);
7) The Governor General has a permanent elite set of advisors accountable ONLY to the GG (s.11, the Privy Council);
8) The Senate is superior to the Commons (it is called the Upper House for a reason);
9) The Senate represents (equally from all 4 'divisions'), the taxpayers-of-the-day, the "propertied-class"....NOT party-affiliations;
10 The Senators are the only office-holders to have a) net-worth, b) property-ownership (net-value) qualifications AND disqualifications ( ss.23 & 31) and c) a Special Oath attesting to these qualifications;
11) The Senate's 1867 "$4,000 dollar" qualifications have never been adjusted for inflation (likely a factor of 60 or 80 times), so the provision's not much good as qualifications
12) The Oath is not taken too seriously either - see M. Chretien's much-overlooked sidestep of the " ...I have not collusively or colourably obtained a Title to or become possessed ..." provisions of the 5th Schedule Oath for Sister Peggy Butts in 1997)
13) The House of Commoners, our democratic 'one person one vote' element was designed as the bottom rung on the power-totem to be the clearinghouse for every (qualified) subject's "grievances before supply" (NB voting qualifications now greatly expanded);

and last of this list but certainly not least .... just about no one knows this little tidbit

14) Wm L M King was so boiled up, and bothered about the Byng-King yes-we-have-no-Dissolution Affair in 1926 that he took over the Privy Council by one, simple solitary "Order in Council" in March of 1940 (P.C.1940-1121) under cover of Phoney-War mobilization efficiency -?by co-incidence? this usurpation took place just weeks after the GG, Lord Tweedsmuir died in office and just months after the former Clerk (thru the whole mess 1923-1940) Laurier's man, Lemaire, retired on January 1st 1940.

Since no ordinary Canadian has much of a grounding in basic civics (nevermind backroom political skullduggery and history) it is truly difficult to expect them to get engaged in a discussion that they perceive as "over there heads". Hence our tradition of elite accommodation - where we defer to "our betters' and allow them to 'sort things out'.

A pity! and ridiculous too!

Because if ANYTHING is to change (for the better and for all) within Canada, it will finally be necessary for Canadian subjects-of-the-Crown to become educated about exactly what the Legislative Power (Lower House & Upper House), the Executive Power (Privy Council, Governor General & Monarch) were designed to be (why doesn't CPAC feature this as an "educational segment") and then armed with that confidence of knowledge and understanding, be able to participate in deciding what they -the resident, taxpaying, citzen think these institutions should be in the 21st Century.

Plus -and this is a chicken-egg concept- that educated agglomeration will have to decide on exactly how to define the 21st Century "Crown" in Canada (remember we cannot get rid of the "Crown" -it's our whole foundation) .... unless we truly wish to just muddle along with everyone from the Supreme Court down, all continuing to lie to us, because telling the truth would be too great of a 'can of worms'
