NATO's Teachable Moment

Even Britain and France have skimped on munitions and targeters, making it hard for them to carry out multiple missions (both are also fighting in Afghanistan). Now, Britain and France are planning force and equipment cuts that threaten their capacity to take part in future extended foreign operations. http://www.nytimes.com/2011/08/30/opinion/natos-teachable-moment.html
The decade long one in Afghanistan had a reason at the time, 25 Canadians were killed on September 11, 2001, though questions have been and still are being raised about Afghan complicity .
Fortunately no Canadians sent to fight in the Libyan War have been killed or injured. Why did our country become involved? Does it set a precedent for involvement in still other "foreign operations"? Has the path taken on balance saved Libyan civilians from being killed up until now? Will their lives in the future be better than what they were in the past?
What follows very simply could not have been put together.a decade ago. The internet makes it possible to locate articles - and as you know finding one leads to going to another and still another because links to other articles are on the site and so most of August 29th was spent going from link to link.
What is generally known comes through what is termed the "MSM" the main stream media.
Is what follows more accurate that what you are aware of now? I really don't know,
