Niagara Falls Ontario: When Paul Martin was running Canada's finances he increased the qualifications and reduced benefits because of the tight money but thereafter the whole programme built up a huge surplus. The government simply grabbed that money and now in a recession they do not have the money to put into fair and equal treatment for all unemployed Canadians.
